Free Pontoon - Considering as 1st Build - Some final ?'s

Good day!
I am seriously considering using the Free Pontoon plans as my first boat build. I just wanted to verify a few final questions before proceeding. And yes, I will be posting a builder's journal from my personal web space as it progresses.
1) I'm assuming that the fiberglass tape is just standard tape, not biaxial or anything more important than that?
2) I'm assuming the maximum outboard for this would be, say, a 5hp?
3) If I had to ask for an estimated "Max load/Max occupants" like a USCG capacity tag, what would you estimate it being?
4) Buoyancy Foam - how large of a kit should I use? I was thinking 2 gallons...
