Gunwale thickness

Gunwale thickness

The Sasquatch 14-30 instructions say the gunwales must be a total of 25mm thick (sorry for the Euro-speak).
Is this the sum of the thickness of the inwale and outwale timbers alone, the thickness of each piece or does it mean total distance between edges (including the thickness of the ply)?
If a slotted inwale is used, should the overall thickness be greater?
Otherwise, I am finding the instructions very clear; have butt jointed the half panels together and am about to add fibreglass patches.
